Since Arnolds plan to send inmates out of state was shot down in the courts, he has now announced he will be forced to release prisoners convicted of non-violent crimes. A judge has threatened Federal oversight if something isn't done about the overcrowding in our state prisons.
We already have the prison healthcare system under Federal Receivership.
